Why is proofing a mandatory step in your reviewing process?
Unlike the editing phase, the target text is not compared to the source text (except in case of doubts and if errors are pointed out) during proofing.
The target text is scanned for typing errors, inconsistencies in layout and font, incorrect page breaks, captions, missing text etc. that slipped through previous stages of the translation process. The aim here is to check the correctness and the organization of the translated text in its final layout.
